create a multiplayer game. take the second warp (between bank and area warp) the lady to the left gives you acces to the government quests. if you finish them up to the moment you can do 4-1 you have unlocked all solo mode quests

try adding psobb(w).exe to your firewall settings. had similar problems and adding to firewall changed my problems EDIT: If you havent added psobb(w).exe to your firewall it keeps blocking the connection to the patch server and you get such an error message

Are you sure about down tekking the special? i tekked a lot of hell/demons/arrest rayguns/lasers. and for example if it was hell tekker only showed me the specials dark or hell but never shadow
