Well, I think that it would be useful to have a list of all of this server's unique mag cells and the requirements to use them. So here is the list.

Heart of dark chao: any level 50 mag

HI i want to post here that all this mag cells can be used on a level 50 mag 

heart of dark chao
Pandora's box
Dragon Tear
Ideya cell

 A new friend can only be used on a Sato so level 100 atleast.
