Confused about control mapping

I'm very confused about the control mapping for the 1 to 0. I do play with game controller and keyboard to easier access to certain techs I place in the mapping. What has me lost is when I map the controls to the 1st page it also maps the controls to the 2nd page when I press right button (or for keyboard users the control key) of the exact same even though I would like to use the 2nd page for when I press right button to have quick access to support techs. Or is it supposed to do that?
