i wont to use OROTIAGITO

Hi. I recently got an Agito 1975 and I wanted to get an Orotiagito with it.

But the solo quest "Seek my Master"  don't appear.

can i use the OROTIAGITO?

you will need to advance government quests and beat at least quest 4-1 to unlock it
